Sadly, I don’t think that is possible - you’re going to need to write a Core Service script to traverse every folder and structure group (across the whole Blueprint) and build up you’re own list.
Once you have this info, you could write an Events System tool to record any permission changes in these items to prevent you having to run the report again.

Since, you are using DXA, I will say the approach of generating the sitemap might not makes sense (unless there are other fine prints which we are not aware about).

well, that's a pretty open question and depends very much on the requirements/expectations of the client (business and technical).
