TCDL is a technology-neutral language you can use in your templating code. Depending on the Output Format of your Component Template, TCDL tags get transformed into your Web site's language at publish time or at request time.

Aspx page rendering SmartTarget <tcdl> tags
Sounds like a Deployer configuration issue to me, rather than a WebApp/Broker issue. Double check you have the Smart Target tag bundle in the TCDLEngine element of your Deployer config.
